报告题目:Coordinated Emergency-Supply Preparedness with Limited Information: Robustness and Implications

We study a preparedness planning problem of emergency supplies with stockpile-inventory and backup-capacity strategies under limited demand information. We formulate the problem as a distributionally robust model over mean-variance ambiguity set, and derive closed-form solution for the optimal emergency-supply strategy. It implies that it is optimal to employ a particular strategy (stockpile inventory, backup capacity, or the combined one) if the strategy cost is below some certain threshold and the coefficient-of-variation (CV) is no higher than the ratio of exceeding shortage cost over the strategy cost. Also, the combined inventory-capacity strategy is more cost effective than the pure inventory strategy, and the cost effectiveness becomes more pronounced as the demand variance increases. Furthermore, several sensitivity implications are identified, which are different from that of the nominal strategy under an assumed demand distribution, and well justify the impact and rationale of the robustness encoded in the preparedness strategy. For instance, as the inventory cost increases, while the total preparedness level stays unchanged in the nominal strategy, it decreases first and then increases in the robust strategy.  Finally, we also extend the analysis by integrating the stockpile-inventory, backup-capacity, and standby-capability strategies, and derive closed-form solutions and sensitivity implications accordingly. The numerical experiments using real-life COVID-19 pandemic data demonstrate the effectiveness of the developed robust coordinated strategy.

张炜健,中国科学院大学经济与管理学院特别研究助理,博士毕业于北京交通大学物流管理与工程专业。主要研究方向为应急管理、鲁棒优化,现已在国内外著名管理运筹类期刊European Journal of Operational Research(ABS4星级)和《系统工程理论与实践》等发表论文,另有多篇工作论文在Transportation Research Part E、《管理评论》等期刊审稿流程中;目前主持中国博士后科学基金面上资助、中国科学院大学自主部署项目等。曾获北京市优秀毕业生、首都大中专学生暑期社会实践先进个人、北京市先锋杯“优秀团员”、中国科学院大学年度考核优秀个人等荣誉。担任European Journal of Operational Research、Computers & Operations Research等期刊审稿人。

 

报告题目:Multi-factory  and  Multi-DC  Inventory  Problem  with Transportation  Capacity  Constraints

内容摘要

In this talk, I will introduce an inventory management model derived from a real case and present our recent progress. We consider a multi-factory and multi-DC inventory system over a finite horizon with lost-sales and zero lead time assumptions. As a result of short supply or shortage of transportation capacity, the quantity dispatched from each factory has an upper bound in a period. The objective is to minimize the system’s expected total costs including transportation, holding, and lost-sales costs within finite periods. Since the structure of optimal policy is hard to find, we employ two heuristics. One is from the Lagrangian relaxation method, and the other is a myopic heuristic only to minimize one-period cost. We also discuss the performance of the Lagrangian relaxation heuristic.
